Albania Introduces Energy Efficiency Standards for Buildings

The Albanian parliament said on Monday it approved legislation defining energy efficiency standards for new and renovated buildings as it aims for a transition to zero-emission building stock by 2050. The regulation, which aligns

with EU standards and policies regarding energy efficiency and reduction of gas emissions, was backed by 72 of the 73 deputies present in the 170-seat parliament, parliament said in a press release.

Under the new legislation, as of 2026 all new buildings must be designed to accommodate solar energy systems, while all buildings offered for sale or rent should have an energy efficiency certificate which should be displayed in public areas and ads.

The government is also set to adopt a national building renovation plan, with progress reviewed every five years, documents published with the country’s e-consultation portal in November show.
