The European Union's executive body said Wednesday it is taking
Poland
 and
Finland
 to
court, proposing fines for not fully implementing new rules on the
liberalization of energy markets.

The European Commission, which has executive powers in the EU, said Poland and
Finland have failed to translate into national law EU rules aimed at increasing
liberalization and competition in the bloc's natural gas and electricity
markets.

It proposed a daily fine of 88,819 euros ($113,720.9) for
Poland
--which hasn't fully implemented gas rules-- and EUR60,710 for
Finland
--which is still lagging behind on both markets.

Increased liberalization and integration of energy markets is one of the top EU
priorities in the area, as it will ease price pressures, increase competition
and promote security of supply of a heavily import-dependent region.
