Russian state pipeline operator OAO Transneft (TRNFP.RS) plans to raise tariffs 2.8% on Sept. 1 and another 5% on Nov. 1, the country's Federal Tariff Service said Friday.

tariffs 2.8% on Sept. 1 and another 5% on Nov. 1, the country's Federal Tariff
Service said Friday.
At the request of Transneft, the Federal Tariff Service said it plans to
confirm an increase in oil pipeline tariffs at a meeting on Aug. 31.
Russian oil producers--including state-controlled OAO Rosneft (ROSN.RS), as
well as privately held OAO Lukoil Holdings (LKOH.RS) and TNK-BP Ltd.--have
repeatedly complained about increasing transportation costs, saying it prevents
them from investing sufficiently in new production.
Last year,
Russia
raised
transportation tariffs on three occasions by 16%, 2.3% and 9.9%, respectively,
to finance large pipeline projects, such as the
East
Siberia-Pacific
Ocean
pipeline.
