Turkey's sole oil refiner Tupras (TUPRS.IS) said late Tuesday that it plans to invest $1.6 billion in a project that would turn high-sulphur fuel oil into Euro V standard diesel and gasoline products between 2008 and 2013, the Ihlas News Agency, or IHA, reported.
