The Iraqi Oil Ministry is expected to award this year a deal worth $4 billion to build a refinery in Kerbala province, south of Baghdad, Iraq's deputy prime minister for energy affairs said Wednesday.

"The front-end engineering design for Kerbala refinery has been completed and we hope to award its construction to an international firm this year," Hussein al-Shahristani told reporters in Baghdad .
