A record 2.5 gigawatts in capacity was installed in 2008.
The Spanish government in September 2009 lowered subsidies for new photovoltaic
installations, and established caps for capacity granted state aid. A slow
migration to new administrative procedures further impeded the approval and
construction of new installations.
As a result companies sought to expand abroad, mostly to
France
,
Italy
and
the
U.S.
