Ramirez told reporters Monday that he will skip the OPEC meeting in Luanda, the
Angolan capital, to participate in a high-level meeting in Caracas with Chinese
officials to discuss energy deals.
Venezuela
is a
founding member of OPEC and is generally seen as a hawk defending high oil
prices within the organization.
