Germany is considering using a smartphone app to help manage the spread of the coronavirus. By doing aggressive testing, the government has so far managed to avoid a strict lockdown, and limited the number of deaths from the virus to below 1,000.

It is also looking ahead to the next phase, when it hopes to relax the measures.

When using mobile phone data to help track the spread of the virus was first proposed in mid-March, the government was forced to back down after privacy concerns. Under the plan, mobile phone operators would have been required to hand over the data of 46 million customers to help the authorities trace the contacts of infected people.
